Authors have been invited to submit drafts of technical or research papers to be considered for inclusion in the ITS European Congress programme in Toulouse. All papers must cover one of the five Congress topics falling under the overall theme of Smart and Sustainable Mobility for All

Technical Papers must be about work that confirms the state-of-the-art but also demonstrates originality. They might describe the implementation of a new solution that improves practice and which others can learn from, or the outcomes of practical work, trials, demonstrations or pilots. They should also good be showcases of government/ industry partnership in adopting innovative technologies.

Technical papers must be between 5 and 10 pages.

Research Papers must describe work which leads to new learning and advances the state-of-the-art by adding something new or addressing a known weakness. They will be expected to show scholarship, innovation and analysis of new types of problem or/and solution rather than different approaches to areas that have already been researched.

Research Papers must be between 9 and 12 pages.
Research Paper submissions judged as not matching the expected criteria may still be accepted as Technical Papers if considered fitting. 

Although only draft submissions of the papers are required at this stage, authors need to supply enough content for reviewers to be able to judge the entries appropriately. Abstract-only submissions do not meet minimum requirements will be returned without review.

The official Congress language is English; papers that are partly or fully in a different language will be rejected.
All submissions must be in the official paper template and must include: 

  • A title
  • An abstract giving a clear summary of the paper (approximately 150 words)
  • The lead author’s name, organisation and country
  • Topic
  • Keywords
  • The more detailed paper content

Eligibility criteria for acceptance 

  • Papers must be well prepared to a high quality and in particular:
  • The abstract should convey concisely the scope and meaning of the paper.
  • The text should be written in English, with simple, succinct and effective language.
  • The content should present material that is new or original, deals with contemporary issues and has a lasting value.
  • The coverage should be complete, well organised and supported, where necessary, by references as well as clear and readable tables and figures.
  • Any data presented must be applicable elsewhere and the research methods used should be appropriate to the subject matter.
  • There should be appropriate and properly argued conclusions.
  • Research papers must be of interest or use to practitioners and/or other researchers.
  • Papers should not be accepted if they deal with:
    • Advocacy of special interests
    • Subjects outside the interest range of the ITS Congress for example any dealing purely with setting policies, regulations or standards
    • Descriptions of the properties of products whose composition or manufacture is not disclosed
    • Generic names of products or equipment unless the author explains why trade or manufacturers’ names are essential to the purpose of the paper

Scoring the papers
You do need to set a high standard when marking – we have had a very large number of submissions; this and the fixed number of rooms we have available at the Congress Centre point to an overall success rate of between 55% and 60%.

After reading the paper(s) assigned to you, please provide your assessment via the online system/review portal only. We are unable to accept reviews by email. 

On the review portal, you will be asked to provide the overall status of the paper(s) you have reviewed and score them out of 10 (1 = lowest; 10 = highest) based on five assessment criteria

You are encouraged to provide clear and frank remarks about the reasons for your overall assessment. Do include comments that could be helpful to the paper author(s). Your comments will be processed by the Programme Organising Group before they are sent on to the authors. Reviewer information will remain confidential.


If there is any problems or doubts regarding a paper assigned to you (e.g. it is outside the realm of your knowledge), please notify Ms Delphine SOUBIES (d.soubies@mail.ertico.com) as soon as possible.

After all the papers have been reviewed the European Programme Committee (EPC) will meet to finalise the programme. All selected papers will be included in the Preliminary Programme and the authors will be notified of the outcome of the evaluation procedure.​​​​
